It is a shame that the global amateur radio community is still not able to establish and maintain a proper organization that is able to credibly represent the existential interests of amateur radio service at the global level.
The current so called “Administrative Council” (AC), led by president Tim Ellam, is obviously both unwilling and unable to take the necessary steps to correct the untenable situation.
The need for action is not new, and has been in the public for years. However, an untrustworthy IARU management did everything possible to avoid public discussions. The reasons behind this failure are unclear; the possibility of improper activities cannot be ruled out. Complete secrecy and intransparency reign – tacitly tolerated by numerous irresponsible member societies managements.
Measures to be taken have been proposed here for three years.
Unfortunately, the current IARU global management is profoundly dishonest. IARU global has a long record of hiding information from Member Societies and disobeying old (1989) and new (2017) constitutions. 2017 Re-Constitution without the consent of Member Societies is reason enough to terminate this slapstick comedy and fire their actors immediately, for their dishonest covert behaviour fundamentally against the interests of worldwide radio amateurism.
IARU global “president” prefers to continue to lie about the 2017 secretive creation of so called “IARU-Swiss”. Everyone can read the statutes deposited at the registry of commerce of Zug/Switzerland. This IARU-Swiss is by no means restricted as an agent, but has its own statutes that have absolutely nothing in common with IARU global’s constitution, except for the name.
“The proposed amendments” as mentioned in the input document to the Vienna GC does address not a single one of the obvious challenges! Why will important changes be presented “ad hoc” during the conference, instead of submitting these well before, leaving member societies time to prepare for a serious discussion?
IARU global is intellectually dead. We must immediately dissolve and replace it by the autonomous regional organisations R1, R2 and R3. The inability and dishonest activities of IARU global constitute a huge reputation risk for the cause of the global amateur radio service.

I am deeply alarmed to discover that the fraudulent behavior of the global IARU and its officials apparently does not concern the presidents of the member societies in the least.
As most of the time, heads in the sand policy will make things worse. Please stand to your responsibility and act now !
